§ 5599. Medical Corps: acting appointments for temporary service (a) Appointments for temporary service in the Medical Corps in the grade of lieutenant (junior grade) may be made by the President alone. (b) Appointees under this section may not be placed on the lineal list, may not be assigned running mates, and are ineligible for promotion. The number of such appointees may not be more than 250 332 at any time, except that in time of war or declared national emergency the number may be increased by the President as he considers necessary to meet the needs of the naval service.
