§ 5031. Secretary of the Navy: responsibilities; compensation (a) There is a Secretary of the Navy, who is the head of the Department of the Navy. He shall administer the Department of the Navy under the direction, authority, and control of the Secretary of Defense. (b) The Secretary of the Navy shall execute such orders as he receives from the President relative to— (1) the procurement of naval stores and material; 279 (2) the construction, armament, equipment, and employment of naval vessels; and (3) all matters connected with the Department of the Navy. (c) The Secretary of the Navy has custody and charge of all books, records, and other property of the Department. (d) The compensation of the Secretary of the Navy is $18,000 a year.
