§ 5082. Chief of Naval Operations and Chief of Naval Material: coordinating duties In order that military operations and their support may be effectively coordinated— (1) the Chief of Naval Operations, under the direction of the Secretary of the Navy, shall— (A) determine the personnel and the material requirements of the operating forces as defined in section 5081 of this title, including the order in which ships, aircraft, surface craft, weapons, and facilities are to be constructed, maintained, altered, repaired, and overhauled; and (B) coordinate and direct the efforts of the bureaus and offices of the executive part of the Department of the Navy as may be necessary to make available and distribute, when and where needed, the personnel and material required; and (2) the Chief of Naval Material, under the direction of the Secretary, shall— (A) determine the procurement and production policies and methods to be followed by the Department in meeting the material requirements of the operating forces as defined in section 5081 of this title; and (B) coordinate and direct the efforts of the bureaus and offices of the executive part of the Department in this respect.
