Sec. 204. For the purposes of the transfers and certifications authorized by sections 202 and 203 of this title, the following officers shall be deemed to have administrative control of appropriations, funds, or authorizations available within their respective organizational units— (a) For the legislative branch: The Clerk of the House; The Secretary of the Senate; The Librarian of Congress; The Architect of the Capitol; The Public Printer; The Comptroller General of the United States; The Chairman of any commission in or under the legislative branch. (b) For the judiciary: The Administrative Officer of the United States Courts. 69 Stat. 241 (c) For the executive branch: The head of each department, agency, or corporation in or under the executive branch. (d) For the municipal government of the District of Columbia: The Board of Commissioners of the District of Columbia.
