Reserve Tools and Facilities For transfer by the Secretary of Defense, with the approval of the Director, Bureau of the Budget, to any appropriation for military functions under the Department of Defense available for procurement, to be merged with and to be available for the same time period as the appropriations to which transferred, for mobilization reserve purposes, including purchase of machine tools; and construction and acquisition of production facilities, including land, buildings, and appurtenances therefor; $100,000,000.
