Sec. 506. All contracts entered into by the United States pursuant to the authorization contained in this Act shall be awarded, so far us practicable, if the interest of the national security shall not be impaired thereby and if such award is consistent with the provision of the Armed Services Procurement Act of 1947, on a competitive basis to the lowest responsible bidder.
