Agricultural, Conservation Program The funds appropriated under this head in the Third Supplemental Appropriation Act, 1954, shall remain available until December 31, 1955, to enable the Secretary of Agriculture to make payments to farmers who carry out emergency wind erosion control measures under the 1955 agricultural conservation program, formulated under the Soil Conservation and Domestic Allotment Act, as amended, in counties designated by the Secretary of Agriculture as subject to damages by excessive wind erosion: Provided, That said funds may be expended without regard to the adjustments required under section 8(e) of the Soil Conservation and Domestic Allotment Act, as amended (16 U. S. C. 590h (e)), and may be distributed among States and individual farmers without regard to any other provision of law: Provided further, That said funds may be used to reimburse tire emergency fund of the President authorized by Public Law 875, Eighty-first Congress (42 U. S. C. 1855), for such funds as have been allocated to the Secretary of Agriculture for payments for the specific purposes authorized herein.
