criminal penalties Sec. 509. Whoever knowingly and willfully— (1) makes or presents any false, fictitious, or fraudulent affidavit, declaration, certificate, voucher, endorsement, or paper or 70 Stat. 422 writing purporting to be such, concerning any claim for payment under this Act, or pertaining to any matter arising under this Act, (2) makes or presents any paper required under this Act on which paper a date other than the date upon which it was actually signed or acknowledged by the claimant has been willfully inserted, (3) certifies falsely that the declarant, affiant, or witness named in such affidavit, declaration, voucher, endorsement, or other paper or writing personally appeared before him and was sworn thereto, or acknowledged the execution thereof, or (4) accepts and converts to his own use payments for any period during which he was not actually pursuing a course of education under this Act for which period payment was made, shall be fined not more than $5,000 or imprisoned not more than three years, or both.
