substitute equipment Sec. 606. (a) Subject to subsection (c) of this section, the Postmaster General shall prescribe the conditions under which substitute positions may be established. (b) Each substitute, hourly rate, and temporary employee who reports for duty in compliance with an official order shall be employed for not less than two hours following the hour at which such employee is ordered to report. (c) In the case of positions which are the same as or equivalent to the positions enumerated in the Act entitled “An Act to provide for the appointment of substitute postal employees, and for other purposes”, approved June 4, 1936, as amended (39 U. S. C., sec. 834), the ratio of classified substitute employees to regular employees shall not be more than one classified substitute to five regular employees or fraction thereof with respect to each such position, except that in offices having fewer than five regular employees there may be one substitute clerk and one substitute carrier, and one substitute in the motor vehicle service.
