SEC. 111. BELEN. NEW MEXICO. (a) Project Authorization.—Subject to section 903(c) of the Water Resources Development Act of 1986, the Secretary is authorized to carry out a project for flood protection for the city of Belen, New Mexico, at a total cost of $19,576,000, with an estimated first Federal cost of $12,130,000 and an estimated first non-Federal cost of $7,446,000. (b) Required Measures.—The project authorized by this section shall include measures to increase the capacity of the Belen Highline Canal so that such canal will function as a conveyance system to divert flood waters safely around the city of Belen and as an irrigation facility.
