Sec. 419. Notwithstanding any other provisions of this Act or of any other provision of law except a provision of law hereafter enacted expressly in limitation hereof, no contract shall be entered into by the United States for the construction or acquisition of family housing units by or for the use of military or civilian personnel of any of the military services unless— 70 Stat. 1019 (1) the Secretary of Defense has submitted to the Armed Services Committees of the Senate and of the House of Representatives a written report stating the intent to construct or acquire such units, certifying that the number of units to be constructed or acquired is consistent with the long range troop strength to be stationed at the location of such units, and showing the location, number, and estimated cost of such housing units, and the existing housing at such location; and (2) (a) a one hundred and eighty-day period has elapsed since the submission of such report, or (b) the committees have advised the Secretary of Defense, in writing, that there are no further questions to be asked concerning the project contemplated in such contract.
