The second sentence of section 701 of the Housing Act of 1954 is amended by striking out “and (3) to Stat. planning agencies, to be used for the provision of planning assistance to the cities, other municipalities, and counties referred to in clause (2) hereof” and by inserting in lieu thereof the following: “(3) to official govern-mental planning agencies for areas threatened with rapid urbanization as a result of the establishment or rapid and substantial expansion of a Federal installation; and (4) to Stat. planning agencies, to be used for the provision of planning assistance to the cities, other municipalities, and counties referred to in clause (2) hereof and to the areas referred to in clause (3) hereof”.
