acquisition, construction, and improvements For necessary expenses of acquisition, construction, rebuilding, and improvement of aids to navigation, shore facilities, vessels, and aircraft, including equipment related thereto; and services as authorized by section 15 of the Act of August 2, 1946 (5 U. S. C. 55a); $18,000,000, including $2,000,000 for new dormitory facilities at the Coast Guard Academy, to remain available until expended.
