Sec. 102. Not to exceed 5 per centum of any appropriation herein made to the Treasury Department for the current fiscal year, except for the appropriations made to the U. S. Coast Guard, may be transferred, with the approval of the Bureau of the Budget, to any other appropriation of the Treasury Department, but no appropriation shall be increased by more than 5 per centum by any such transfers, and any such transfers shall be reported promptly to the Committees on Appropriations of the Senate and House of Representatives: Provided, That no transfer made under this authority shall result in increasing any appropriation in excess of the budget estimate as presented in House Document 16, Eighty-fifth Congress.
