Definitions Sec. 201. For the purposes of this Act— (1) The term “Secretary” means the Secretary of Labor. (2) The term “State” includes the District of Columbia, Alaska, and Hawaii. (3) The term “first claim” means the first request for determination of benefit status under this Act on the basis of which a weekly benefit amount under this Act is established, without regard to whether or not any benefits are paid.
