appointment of additional employees Sec. 1411. There shall be appointed by the Administrator under civil-service laws, rules, and regulations, such additional employees, other than those provided in section 1403, paragraph (1) of section 1404, and those specified in section 1414, as may be necessary to carry out the provisions of this title.
