payment of small shipping charges Sec. 1907. Upon receipt of a proper claim for such property under the provisions of this part the Administrator is hereby authorized, in his discretion and in accordance with regulations by him promulgated, to pay mailing or shipping charges not to exceed $10 in the case of each deceased veteran as hereinabove defined.
