outstanding rules, regulations, and orders Sec. 2307. All rules, regulations, orders, permits, and other privileges issued or granted by the Administrator before the effective date of this Act, and in effect on such effective date (or scheduled to take effect after such effective date) shall remain in full force and effect until modified, suspended, overruled, or otherwise changed by the Administrator.
