INTERSTATE COMMERCE COMMISSION Salaries and expenses: For necessary expenses of the Interstate Commerce Commission, including not to exceed $5,000 for the employment of special counsel; services as authorized by section 15 of the Act of August 2, 1946 (5 U. S. C. 55a), at rates not to exceed $50 per diem for individuals; newspapers (not to exceed $200); purchase of not to exceed sixty-two passenger motor vehicles for replacement only; and not to exceed $1,135,000 for expenses of travel; $16,750,000, of which (a) not less than $1,363,500 shall be available for expenses necessary to carry out railroad safety activities and not less than $956,600 shall be available for expenses necessary to carry out locomotive inspection activities; (b) $225,000 shall be available for expenses necessary to carry out such defense mobilization functions as may be delegated pursuant to law: Provided, That Joint Board members and cooperating State commissioners may use Government transportation requests when traveling in connection with their duties as such.
