repeals Sec. 14. The following provisions of law are repealed, except with respect to rights and duties that matured, penalties, liabilities, and forfeitures that were incurred, and proceedings that were begun, before January 1, 1959: (1) In the Revised Statutes of the United States, sections 4825 (24 U.
