The amounts reserved by the Commissioner under sections 302 and 502 shall be allotted by the Commissioner among Alaska, Hawaii, Puerto Rico, the Canal Zone, Guam, and the Virgin Islands, according to their respective needs for the type of assistance furnished under the part or title in which the section appears.
