salaries and expenses For expenses necessary for carrying out the provisions of the Railway Labor Act, as amended (45 U.S.C. 151–188), including stenographic reporting services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); temporary employment of referees under section 3 of the Railway Labor Act, as amended, at rates not in excess of $75 per diem; and emergency boards appointed by the President pursuant to section 10 of said Act (45 U.S.C. 160); $1,357,000: Provided, That the unexpended balances of appropriations for the fiscal years 1958 and 1959 for “Salaries and expenses”, “Arbitration and emergency boards”, and “Salaries and expenses, National Railroad Adjustment Board”, shall be merged and accounted for in one account.
