NATIONAL SCIENCE FOUNDATION Salaries and Expenses For expenses necessary to carry out the purposes of the National Science Foundation Act of 1950, as amended (42 U.S.C. 1861–1875), including award of graduate fellowships; services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), at rates not to exceed $50 per diem for individuals; hire of passenger motor vehicles; not to exceed $350 for the purchase of newspapers and periodicals; and reimbursement of the General Services Administration for security guard services; $152,773,000, to remain available until expended, of which $1,890,000 shall be transferred to the Bureau of Public Roads, Department of Commerce, for an additional amount to complete the construction of a secondary road to the Optical Astronomy Observatory on Kitt Peak in Arizona: Provided, That of the foregoing amount not less than $30,250,000 shall be available for tuition, grants, and allowances in connection with a program of supplementary training for secondary school science and mathematics teachers.
