Section 203 of the National Housing Act is amended by adding at the end thereof the following new subsection: “(j) Loans secured by mortgages insured under this section shall not be taken into account in determining the amount of real estate loans which a national bank may make in relation to its capital and surplus or its time and savings deposits.”
