National Bureau of Standards research and technical services For expenses necessary in performing the functions authorized by the Act of March 3, 1901, as amended (15 U.S.C. 271–278e), including general administration; operation, maintenance, alteration, and protection of grounds and facilities; and improvement and construction of facilities as authorized by the Act of September 2, 1958 (15 U.S.C. 74 Stat. 99278d); $18,800,000, of which not to exceed $1,275,000 shall be available for payments to the “Working capital fund”, National Bureau of Standards, for additional capital: Provided, That during the current fiscal year the maximum base rate of compensation for employees appointed pursuant to the Act of September 2, 1958 (15 U.S.C. 278e), shall be equivalent to the entrance rate of GS–12.
