Sec. 401. No part of any appropriation contained in this Act, or of the funds available for expenditure by any individual, corporation, or agency included in this Act, shall be used for publicity or propaganda purposes designed to support or defeat legislation proposed or pending before Congress. This Act may be cited as the “Department of the Interior and Related Agencies Appropriation Act, 1961.”
