Sec. 301. Section 451(b) of the Mutual Security Act of 1954, as amended, which relates to the President’s special authority and contingency fund, is amended by striking out “I960” and “$155,000,000” in the first sentence and substituting “1961” and “$150,000,000”, respectively.
