SEC. 141. NEW CONSERVATION MEASURES. (a) In General.— (1) Haying and grazing on crp acreage.—In the case of an owner or operator of land who has entered into a conservation reserve program contract under subtitle D of title XII of the Food Security Act of 1985 (16 U.S.C. 3831 et seq.) and hays or grazes livestock during the 1989 crop year on acreage subject to such contract as authorized by the Secretary of Agriculture, the Secretary may not reduce the amount of rental payments made to such owner or operator as the result of such haying or grazing to the extent that the owner or operator— (A) carries out additional conservation practices, approved by the Soil Conservation Service in consultation with appropriate Federal and State agencies, to enhance soil, water, and wildlife conservation on or in the vicinity of lands subject to such contract; and (B) pays the costs of carrying out such practices. (2) Amount of reduction.—The amount of the reduction prohibited under paragraph (1) shall equal one-half of the amount paid by the owner or operator to cover the costs of carrying out the conservation practices. (b) Conservation Practices.—For purposes of subsection (a), the term “conservation practices” includes— (1) establishment of permanent shelterbelts and windbreaks; (2) restoration of wetlands; (3) establishment of wildlife food plots; or (4) planting of trees.
