Sec. 507. Appropriations for the Department of Defense for the current fiscal year shall be available for: (a) donations of not to exceed $25 to each prisoner upon each release from confinement in military or contract prison (except disciplinary barracks) and to each person discharged for fraudulent enlistment; (b) authorized issues of articles to prisoners (except those in disciplinary barracks); (c) substance of selective service registrants called for induction, applicants for enlistment while held under observation, prisoners (except those in disciplinary barracks), and supernumeraries when necessitated by emergent military circumstances; (d) reimbursement for subsistence of enlisted personnel while sick in hospitals; and (e) expenses of prisoners confined in nonmilitary facilities: Provided, That section 212 of the Act of June 30, 1932 (5 U.S.C. 59a), shall not apply to retired military personnel on duty at the United States Soldiers’ Home.
