acquisition, operation, and maintenance of buildings abroad (special foreign currency program) For purchase of foreign currencies which accrue under title I of the Agricultural Trade Development and Assistance Act of 1954, as amended (7 U.S.C. 1704), for the purposes authorized by section 104(1) of that Act, to be credited to and expended under the appropriation account for “Acquisition, operation, and maintenance of buildings abroad”, and to remain available until expended, $4,500,000, of which not less than $3,200,000 shall be available to purchase currencies which the Treasury Department shall determine to lie excess to the normal requirements of the United States: Provided, That this appropriation shall not be used for the purchase of currencies available in the Treasury for the purposes of section 104(f) of such Act, unless such currencies are excess to the normal requirements of the United States.
