international educational exchange activities (special foreign currency program) For purchase of foreign currencies which accrue under title I of the Agricultural Trade Development and Assistance Act of 1954, as amended (7 U.S.C. 1704), for the purposes authorized by sections 104(h), 104(j), 104(k), 104(o), and 104(p) of the Agricultural Trade Development and Assistance Act, as amended, to remain available until expended, $6,600,000, of which not less than $2,862,500 shall be available to purchase currencies which the Treasury Department shall determine to be excess to normal requirements of the United States: Provided, That this appropriation shall not be used for the purchase of currencies available in the Treasury for the purposes of section 104(f) of such Act unless such currencies are excess to the normal requirements of the United States: Provided further, That the dollar value of the unexpended balances, as of June 30, 1960, of allocations of foreign currencies heretofore made to the Department of State for the purposes of section 104(h) and section 104(j) is appropriated as of that date and shall be merged with this appropriation.
