§ 4002. Nonmailable fourth class matter (a) Matter of the fourth class is nonmailable which— (1) exceeds the prescribed size and weight limits; or (2) is of a character perishable within the period required for transportation and delivery. (b) Matter made nonmailable by this section which by inadvertence reaches the office of destination may be delivered in accordance with its address, if the party addressed furnishes the name and address of the sender. If the person addressed refuses to furnish the information, the package shall be disposed of as the Postmaster General directs.
