§ 4052. Method of paying postage (a) Postage may be prepaid— (1) by postage stamps; (2) by postage meter stamps: (3) without stamps as prescribed by the Postmaster General for second class matter mailed by the publisher or registered news agent: (4) as prescribed by the Postmaster General for controlled circulation publications or for matter mailed at the bulk rates; or (5) under a permit, without stamps, issued by the Postmaster General. (b) The fee for a permit under subsection (a) (5) is $10 and shall be paid at the time of application.
