§ 4157. Report to Congress by Postmaster General The Postmaster General shall report to the Congress and to the Bureau of the Budget within ninety days after the close of each fiscal year the number of penalty covers accounted for through him during the fiscal year by each executive department and agency, independent establishment, and organization or person authorized to use penalty mail.
