Permissible supplements

§ 4366. Permissible supplements Publishers may fold a supplement within the regular issue of a publication entered as second class mail if the supplement is— (1) germane to the publication; (2) needed to supply matter omitted from the regular issue for want of space, time or greater convenience; and (3) issued with the regular issue.
