§ 4370. Delivery of newspapers by the Postal Transportation Service The Postmaster General may provide by order the terms upon which the Department will receive directly from publishers or news agents in charge thereof, packages of newspapers and other periodicals not received from or intended for delivery at any post office and deliver them as directed, if presented and called for at the mail car or steamer.
