§ 501. General duties of the Postmaster General In addition to his other duties the Postmaster General shall— (1) prescribe rules and regulations that he deems necessary to accomplish the objectives of this title; (2) instruct all persons in the Department with reference to their duties; (3) decide on the forms of all official papers of the Department, except as otherwise provided by law; (4) investigate postal offenses and civil matters relating to the Department; (5) superintend generally the business of the Department and execute all laws relating to the Department
