§ 706. Postal agencies in other countries When in his judgment the efficiency of the international postal service will be thereby promoted, the Postmaster General may establish postal agencies at seaports or airports in other countries at which United States mail steamers or aircraft arrive and receive mails. He may pay the postal agents employed there at a reasonable compensation for their services, in addition to the necessary expenses for office rent, office furniture, clerk hire, and incidental expenses.
