§ 5223. Liability for outstanding postal savings stamps Stamps formerly issued under the authority of section 757 (c) of title 31, and section 6 of the Act of June 25, 1910 (ch. 386, 36 Stat. 816), as amended, are not liabilities of the Board of Trustees of the Postal Savings System, but are public debt obligations of the United States.
