Sec. 503. Section 208 of title II of such Act (sec. 43–1607, D.C. Code) is amended by adding thereto the following new subsection: “(c) If at any time, or from time to time, the Commissioners shall change the established sanitary sewer service charge, the sanitary sewer service charge for any period beginning prior to any such change and ending thereafter shall be prorated on a monthly basis, in accordance with the established charges prevailing in the respective periods.”
