SEC. 353. LAOTIAN-AMERICAN RELATIONS.It is the sense of the Congress that the President, in recognition of the constructive changes taking place in Laos, should— 105 STAT. 713 (1) upgrade the current American diplomatic representation in Vientiane, Laos, from Charge d’Affaires to the level of Ambassador; (2) ensure that an American military attache is permanently assigned to the United States mission in Vientiane to assist the recovery of American prisoners of war and missing in action; and (3) ensure that Drug Enforcement Agency personnel are permanently assigned, when practicable, to the United States mission in Vientiane for the purpose of accelerating cooperative efforts in narcotics eradication and interdiction.
