SEC. 204. BASIC AUTHORITY. Section 804 of the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1474) is amended— (1) by striking out “and” at the end of paragraph (19); (2) by striking out the period at the end of paragraph (20) and inserting in lieu thereof a semicolon; and (3) by adding at the end thereof the following new paragraphs: “(21) incur expenses authorized by the Foreign Service Act of 1980 (22 U.S.C. 3901 et seq.); “(22) furnish living quarters as authorized by section 5912 of title 5, United States Code; and “(23) provide allowances as authorized by sections 5921 through 5928 of title 5, United States Code.”.
