Sec. 403. Section 102(a)(3) of the Mutual Educational and Cultural Exchange Act of 1961 (Public Law 87–256, approved September 21, 1961) is hereby amended by inserting the word “abroad” after the word “expositions”. The amendment made by this section shall not tie applicable with respect to any fair or exposition within the United States for which an appropriation has been provided.
