SEC. 152. LOCAL COMPENSATION PLANS FOR UNITED STATES CITIZENS RESIDING ABROAD. (a) Authority.—Section 408(a)(1) of the Foreign Service Act of 1980 (22 U.S.C. 3968(a)(1)) is amended— (1) in the first sentence, by inserting after “Service,” the following: “United States citizens employed in the Service abroad who were hired while residing abroad,”; and (2) in the second sentence, by inserting after “wages” the following: “to United States citizens employed in the Service abroad who were hired while residing abroad and”. (b) Employment Programs.—Section 408(b) of such Act is amended by inserting after “foreign nationals” the following: “, are United States citizens employed in the Service abroad who were hired while residing abroad,”. 105 STAT. 673
