SEC. 166. INTERNATIONAL FISHERIES COMMISSIONS ADVANCE PAYMENTS. Section 3 of the Department of State Basic Authorities Act of 1956 (22 U.S.C. 2670) is amended— (1) at the end of subsection (j) by striking out “and”; (2) in subsection (k) by striking out the period and inserting in lieu thereof “; and”; and (3) by adding after subsection (k) the following new subsection: “(l) make payments in advance, of the United States share of necessary expenses for international fisheries commissions, from appropriations available for such purpose.”.
