Sec. 708. Subsection (a)(4) of section 6402 of title 39, United States Code, is amended to read as follows: “(4) delivery and collection service may not be established or extended under a star route contract on a rural route except when such rural route does not meet the minimum standards established by the Post master General, and becomes vacant; and”.
