Sec. 710. Subsection 3541(d) of title 39, United States Code, is amended by (a) inserting in paragraph (3) thereof, after “rural carriers,” the phrase “(other than substitute rural carriers,)” and (b) adding a new paragraph (5) as follows: “(5) To compute the daily rate of basic compensation for substitute rural carriers, the annual rate of compensation shall be divided by 304.”.
