eligibility of certain organizations for second-class entry Sec. 301. Section 4355(a) of title 39, United States Code, is amended— (1) by inserting after the words “State board of health” in subparagraph (3) a comma and the words “or a State industrial development agency”; (2) by striking out the period at the end of subparagraph (9) and inserting in lieu of such period a semicolon and the word “or”; and ‘ (3) by adding at the end thereof the following new subparagraph (10): “(10) published by any public or nonprofit private elementary or secondary institution of learning or its administrative or governing body.”.
