Section 4422 of title 39, United States Code, is amended by striking out “12 cents a pound or fraction thereof” and inserting in lieu thereof the following: “12½ cents a pound or fraction thereof when mailed after January 6, 1963, and prior to January 1, 1964, 13 cents a pound or fraction thereof when mailed during calendar year 1964, and 13½ cents a pound or fraction thereof when mailed after December 31, 1964”.
