Section 507 of title 39, United States Code, is amended by adding at the end thereof the following: “(12) the issuance of a permit for prepayment of postage without stamps. “(13) the entry, re-entry, or additional entry of a periodical publication as second-class mail. “(14) the registry of a news agent. Fees prescribed by the Postmaster General under paragraphs (12) to (14), inclusive, shall be collected in lieu of the corresponding fees established under section 4052(b) or 4357.”
